LPR Technology Spotlighted
The Kootenai County License Plate Recognition Project was recently spotlighted, outlining the success the program has experienced since its inception.
In the past decade, law enforcement has come to rely on technology to assist in the location of stolen vehicles and the apprehension of auto theft suspects. Police Departments are starting to recognize the true value of technology in helping them do their jobs.
One such emerging technology is called License Plate Recognition or LPR. This technology has been used successfully in the United Kingdom since 1992, when it was developed by Cambridge University. The technology came to the United States and was first tested in a law enforcement application in 2004. Although LPR is fairly new in the law enforcement field, the technology has been used in the United States in a variety of commercial applications for several years. For example: in restricted areas, corporate businesses have used LPR for vehicular access control. LPR technology reads the vehicle license plate of an employee arriving for work and verifies the plate against a database of employees. If approved, the system allows the vehicle entry into the employee parking lot.
Most recently, LPR has become a valuable tool for law enforcement in the struggle to reduce crime, apprehend suspects and recover stolen vehicles. The implementation of the License Plate Recognition (LPR) system within the local law enforcement agencies technology tool bag has proved to be beneficial beyond our expectations. Some in the industry refer to LPR as the best tool to come to law enforcement since DNA technology.

Employees Receive Life Saving Award
Mayor Larkin and Chief Haug recognized six employees of the Post Falls Police Department for their life saving efforts.
The employees were all recognized with the Mayors Medal, as well as, the Post Falls Police Department Life Saving Award.
Mayor Larkin thanked each employee for their service and congratulated them on receiving this award.
Arrest in the Karina Moore Death
Kootenai County Prosecutor Barry McHugh announced on Thursday, November 3, that a Kootenai County Grand Jury returned two four count indictments charging Amber Marie Clark, (28 YOA) and Jeremy Michael Clark (36 YOA), both of Post Falls, for their actions in relation to the death of two year old Karina Moore, as well as injuries sustained to another child. The indictments charge two counts of injury to child, one count of conspiracy to conceal evidence and one count of perjury.

Telecommunications Week 2011
The Post Falls Police Department will celebrate National Public Safety Telecommunications Week on April 10-16 to honor their Emergency Communications Officers (ECO’s) who work behind the scenes to answer calls for help every day. Post Falls has some of the best-trained Telecommunications Officers. The citizens and visitors are the beneficiaries of their outstanding service. Each year, the second week of April is dedicated to the men and women who serve as Telecommunications Officers. In October 1991, Congress made a formal proclamation to recognize this week as National Telecommunicators Week. Mayor Larkin and the Post Falls City Council have also written a proclamation to recognize our ECO’s.
Impaired Driving Emphasis
The Post Falls Police Department teamed up with the National Highway Traffic Safety Administration, along with law enforcement agencies nationwide from March 11th, 2011 through March 21st, 2011 for an impaired driving emphasis.
Law enforcement officers main objective is to target impaired drivers in an effort to reduce the number of alcohol and drug related traffic collisions. Statistics through both the National Highway Safety Administration and (M.A.D.D.) Mothers Against Drunk Driving show that alcohol-impaired driving is the most frequently committed violent crime in America and on average every 45 minutes in the U.S. someone is killed by a impaired driver.
The Post Falls Police Department would like to thank everyone for making this emphasis a succes, and we would like to thank you for assisting our agency during this emphasis.
Increase In Juvenile Sexting
The Post Falls Police Department has been experiencing a spike in investigations involving juvenile sexting. This dangerous activity involves taking nude, or partially nude, cell phone photographs of one's self and text messaging the photographs to other persons. Most commonly, juveniles in dating relationships send these photographs to each other, but often these photographs get sent to third-parties after the couple breaks up.
Walmart Burglary
On 02/09/11, the Post Falls Police Department received information about a suspected organized shoplifting ring involving two or more suspects. The suspects targeted multiple Walmart stores in Washington, Idaho and Oregon. This report was initially given by Walmart loss prevention officers working the Walmart store located at 6405 W. Point Parkway, Post Falls.
The suspects in these cases would remove an item from a large box, packing smaller valuables into the emptied box concealing stolen merchandise inside. The suspects would then pay the cost of the larger boxed item, to receive the stolen property.

Department Spotlighted for Video Technology
This past week, Evidence Technology Magazine published an article entitled Caught on Camera outlining in car video trends across the nation. The article spotlights the cutting edge technology the Post Falls Police Department is using for both in car and body worn video recording equipment.

Fraud Investigation
On February 15th the Post Falls Police Department was contacted by two separate victim's reporting a scam which has been used for quite some time.
The two victims reported they have been seeking employment using the Internet. Both were hired by a business claiming to be “Mystery Shoppers Program.” Victims are “hired” to be evaluators for the business. Payments in the form of checks are sent by mail to the victims. They are asked to take the checks to their local bank and cash them. Once cashed they are asked to wire a percentage of the received money to another bank.
Fraud Investigation
On February 3, 2011, the Post Falls Police Department was contacted by a victim reporting a scam which has been used for quite some time. The victim reported that her son's mother in-law was contacted possibly by her son needing money. Her son is currently deployed over in Iraq with the United States Military. The mother in-law said the son asked her not to notify his mother of the incident, the mother in-law did contact the mother and informed her of the incident.
Suspect Arrested in Sex Offense
On December 21, 2010, the Post Falls Police Department arrested a 51 year old male, Roy Goldsborough for Lewd Conduct with a minor child under 16 years of age.
It was reported by the mother of a 12 year old daughter, that Goldsborough had recently moved into the Post Falls residence with them. Goldsborough and the mother of the victim were in a dating relationship for the past several months. It was reported that during November 2011, Goldsborough would spend each night at the residence. It wasn't until the first of December that he actually moved in.
Possible Child Enticing
The Post Falls Police Department is investigating a possible child enticing similar in nature to the recent enticing incidents that have occurred in Post Falls and in Coeur d'Alene. On December 15th at 8:10 AM, an eleven-year old female and a six-year old female were walking to their school bus on Warm Springs Rd in Post Falls. A male in a full sized navy blue van with a large horizontal grey stripe on the side drove up to the juveniles and stopped his vehicle. The male looked at the females, at which time they fled to a neighboring house for safety. This same van was seen park outside of thejuveniles'home with the engine running.
Impaired Driving Emphasis - December 17, 2010 to January 3, 2011
The Post Falls Police Department will be teaming up with the National Highway Traffic Safety Administration, along with law enforcement nationwide from December 17th, 2010 through January 3, 2011 for a impaired driving emphasis.
Impaired Driving Emphasis - November 2010 - Follow Up
The Post Falls Police Department teamed up with the National Highway Traffic Safety Administration, along with law enforcement agencies nationwide from November 19th, 2010 through November 30th, 2010 for an impaired driving emphasis.
Hand Gun Discharged During Altercation at Falls Club
Post Falls officers responded late Monday night to the “Falls Club” located at 611 E. Seltice Way for a report of an altercation involving a gun. When Officers arrived they were advised that an argument broke out inside the bar between two patrons. The altercation continued in the parking lot where the bar owner witnessed one of the subjects pointing a gun at the other.
School Zone Safety Emphasis - Follow Up
The Post Falls Police Department teamed up with the National Highway Traffic Safety Administration and hundreds of other Law Enforcement Agencies across the nation to promote and enforce school zone safety from October 18th, 2010 to October 22nd, 2010.
Homicide/Suicide - Updated
On October 28th, 2010 at approximately 5:15 P.M. officers from the Post Falls Police Department responded a 911 call for assistance at 509 E 11th Ave. in Post Falls. The 911 caller was the landlord of the residence and was there as part of an eviction process. The caller stated he believed his renters were deceased inside the home.
Missing Hunters Found
The Post Falls Police Department received word from Shoshone County Sheriff's Office that our two missing hunters have been located. It was reported to us that a helicopter dispatched out of Fairchild Air Force Base in Spokane, Washington located Matthew and Kia Gering at approx. 0936 hrs this morning.
Seat Belt and Aggressive Driving Emphasis - October 29th to November 14th, 2010
The Post Falls Police Department will be teaming up with the Idaho Transportation Department Office of Traffic & Highway Safety and other local law enforcement agencies in a seatbelt and aggressive driving emphasis. The emphasis will run from October 29th through November 14, 2010.
Missing Hunters
The Post Falls Police Department is actively looking for two individuals who were reported missing today. It was reported that Matthew Gering (37 years of age) and his 14 year old daughter, Kia Gering, failed to return from a planned hunting trip.
Aggravated Battery Suspect Wanted in Post Falls Incident
On October 22nd 2010, at approximately 11:30 pm, officers responded to the 200 block of E. 3rd Ave. for a reported aggravated battery.
Arrest Made in Hospital Burglary
On October 22nd 2010 at 5:43 am, Post Falls Police Department investigators responded to North Idaho Advanced Care Hospital located at 600 N. Cecil Rd. for a report of a burglary.
Wild Game Meat Stolen in Post Falls Burglary
The Post Falls Police Department is investigating a burglary that occurred at Prairie Custom Meats, 2708 N. Hwy 41, during the overnight hours between October 14th and October 15th. Two whole skinned elks, three quartered elks, and one skinned moose were stolen from their meat locker after a suspect or suspects forced their way inside.

Spice Drug Alert
The Post Falls Police Department would like to alert the public about a recent announcement made by Idaho Gov. Butch Otter. The governor has announced that on Friday, October 15, 2010, he will sign a temporary rule into law banning "Spice", a synthetic form of marijuana. Upon his signature, Spice will be considered a controlled substance in the State of Idaho. Multiple other states are taking similar measures.

Arrest in Child's Death
On Monday, October 4th, 2010 at approximately 4:30 P.M., Post Falls Officers responded to the 500 block of North Elm Road for a report of a 3 year-old male child who was breathing but unresponsive. When officers arrived on scene, they were told by the babysitter that she was attempting to remove urine soaked clothes from the 3 year-old when he became "limp" and unresponsive.
Multiple Break-In's Reported at Local RV Dealer
On September 28th, 2010 the Post Falls Police Department responded to the Blue Dog RV Store for a series of break in's. It was reported that at least 12 of the RV's had been broken into and had their flat screen televisions removed.
Pair Arrested in Post Falls Theft
On September 12, 2010 at approx. 2300 hrs. The Post Falls Police Department responded to a possible Burglary in progress at the Thrift Store located at 1600 E. Seltice Way. It was reported that there was a male out back behind the Thrift store going through items left there. It was further reported that there may be more than one individual there and a white 4x4 truck involved.
Post Falls Schools Back in Session
Starting next week the Post Falls School District will be back in session. The Post Falls Police Department would like to take this time to remind motorists that the children will be back to walking, running, riding and skateboarding to their respective schools again.

Detectives with the Post Falls Police Department are investigating the thefts of several utility trailers over the last few months.

Suspects Arrested in Post Falls Walgreen's Robbery
The Post Falls Police Department arrested two suspects stemming from a robbery that occurred at the Post Falls Walgreen's pharmacy on Sunday morning May 9th, 2010. During the robbery, a demand note for oxycontin was given to the pharmacy employee. After obtaining a quantity of oxycontin, both suspects fled on foot.
Suspect Identified in Robbery of Post Falls Walgreen's
Investigators with the Post Falls Police Department have obtained an arrest warrant for Darin M. Pannell for his involvement in the robbery of Post Falls Walgreen's that occurred on May 9th, 2010.
Walgreen's Robbery
On Sunday, May 9, 2010,the Post Falls Police Department responded to Walgreen's Pharmacy, located at 706 E. Seltice Way, for a reported robbery.
Walgreen’s Pharmacy employees reported that two male suspects walked up to the counter, presented a threatening note demanding Oxycontin. The incident occurred at approximately 11:10 AM. The suspects entered through the front door of the business and also fled the store out the front door after receiving an undisclosed amount of drugs. They were last seen fleeing the store on foot.
Vending Machine Break In - Q'emiln Park
Post Falls Police Department is asking for your help in identifing the suspect vehicle in these photos. It is believed that this vehicle was involved in the break in and vandalism of a vending machine in Q'emiln Park during the overnight hours between May 5th and May 6th, 2010.

The Post Falls Police Department recently teamed up with the National Highway Traffic Administration and Law Enforcement Agencies around the State in an Aggressive Driving Mobilization. This mobilization took place April 1st-April 12th, 2010.
Auto Theft Suspects Arrested
The Post Falls Police Department received several reports in the early morning hours of April 13th, 2010 involving burglarized and stolen vehicles.
Pit Bull Euthanized
On Friday, April 2, 2010 Post Falls Police Officers responded to the 200 block of E. 14th Ave. regarding a report of a large pit bull attacking another dog. Upon arrival, the Officer found the pit bull attacking the dog. The Officer deployed a Taser in an attempt to stop the attack but the dog ran from the scene. Later that morning the dog was found again. The dog was aggressive toward the officers but, again, officers were unsuccessful in attempts to capture the animal. We received several reports from citizens about the dog running loose in the community.

The Post Falls Police Department will be teaming up with the Office of Highway Safety and other law enforcement agencies around the state in an Aggressive Driving Mobilization. This Mobilization will take place April 1st – April 12th, 2010.

The Post Falls Police Department is teaming up with the Office of Highway Safety in an Impaired Driving Enforcement emphasis.

Impaired and Aggressive Driving Emphasis Patrol
The Post Falls Police Department recently took part in a traffic emphasis that was sponsored by the Office of Highway Safety. The emphasis took place December 18th – January 3rd and concentrated on Impaired and Aggressive driving.
